Established in 1950, Eastern Municipal Water District provides water, wastewater and recycled water service to 768,000 residents within a 542-square mile service area in Riverside County, California. EMWD is Riverside County’s largest water agency and is one of 26 member agencies of The Metropolitan Water District of Southern California, of which EMWD’s Director Randy Record is the current Chairman. EMWD is governed by a five-member, publically-elected Board of Directors and is reliant on imported and local water supplies.
EMWD is widely viewed as a national leader for its water recycling and groundwater desalination efforts, and operates four regional water reclamation facilities, two potable water filtration plants and two groundwater desalination facilities. EMWD’s service area includes seven cities and large, populated unincorporated areas, more than 10,000 acres of active agricultural land, and a variety of world-renowned recreational opportunities. EMWD also provides wholesale water service to several cities and nearby municipal water agencies. EMWD has earned praise from state officials and academic institutions for its forward-thinking allocation-based rate structure, which has resulted in a significant cultural shift toward water-use efficiency within its service area.
